A flash flood is caused when water rises rapidly in low-lying areas. The National Weather Service advises pedestrians and drives to “turn around, don’t drown” — people often underestimate the water’s depth and current.
O’Fallon, Mo., and St. Paul were hardest hit by flash flooding Tuesday.
